BREAKING: US Senator Jim Risch Calls for Tougher Action Against Uganda Over UPDF Conduct

The chairman of the United States Senate Foreign Relations Committee, Jim Risch, earlier this year called on the administration of Donald Trump to take action against the government of Yoweri Museveni, raising concerns about Uganda’s military conduct and the growing influence of Muhoozi Kainerugaba within the security establishment.

In January, Risch urged Washington to reconsider its security cooperation with Uganda, warning that Kainerugaba, the commander of land forces in the Uganda People’s Defence Forces (UPDF), had “crossed a red line.” The senator suggested that the United States should explore a range of responses, including the possibility of imposing sanctions.

The concerns have resurfaced following the release of a report by the United Nations Commission on Human Rights in South Sudan. The report alleges that the UPDF Air Force carried out aerial bombardments in parts of South Sudan last year, an accusation that has further intensified scrutiny from lawmakers in Washington, D.C..

Reacting to the findings, Risch said Uganda appears to have shifted “from a reliable security partner to an exporter of brutality,” adding that the evidence should prompt a serious reassessment of the long-standing relationship between the United States and Uganda.

The latest controversy also comes amid earlier criticism directed at Kainerugaba over his activity on social media platform X (formerly Twitter), where he made remarks suggesting he could target civilians in Sudan. Those comments sparked international concern and raised questions about the conduct and discipline of senior military officials.

Analysts say the growing criticism from Washington could signal a turning point in relations between Uganda and the United States, two countries that have for decades maintained close security and counter-terrorism cooperation.

With political pressure mounting both internationally and domestically, observers say the government of Yoweri Museveni may increasingly face challenges regarding its international standing and diplomatic ties.
